SKILL DEVELOPMENT/ CAPACITY BUILDING/ LIVELIHOOD ENHANCEMENT.

Govt. of India and State of Himachal Pradesh have accorded high importance to SKILL DEVELOPMENT and the National policy on Education envisages the implementation of systematic and well planned programmes on Vocational education to enhance skill development to enhance livelihood, self-employability and women empowerment. The Policy also envisages that efforts should be made to provide children at the Higher Secondary level with generic vocational courses. In the context of state of HP and Chamba district where majority of the rural youth do not undertake Higher education beyond higher secondary, it is more so important that Skill development initiative match self-employment and economic growth in the social development process. For the purpose of enhancing such youth/individuals employability on wage or self-employment basis, YogManav Vikas Trust created opportunities for all to acquire useful skills compatible to their style of living in villages, especially for women and disadvantages youths through establishment of Vocational training School as back in 2002.

The application of providing skill development as vocational training or otherwise is necessarily to be adopted in the context of local area culture and needs, since Chamba district of HP virtually has no Industry for providing employment to the youth. It was observed that for the courses being run by ITI Chamba the intake from poor/BPL families had been very less on account of higher fee structure families. Viewing all these factors, YMVT determined to commence the courses with such kind of subsidized fee structure affordable to the youth from SC/ST/BPL families that after passing out from the Institute, the youth could engage themselves in respective kind of self-employment to earn their livelihood to support their families to some extent. Formation of skill development ministry by Government of India since 2014 has further given importance in this direction of empowering the youth for self & other kind of employment launching of Pradhan Mantri Kaushal is basically to enhance the livelihood of rural and other youth in the country.

SKILL DEVELOPMENT/VOCATIONAL TRAINING FOR A SPECIFIC CAUSE:

The accreditation of Yog Manav Vocational Training Institute since Oct. 2002 for providing education-cum-training in various courses was the first major regular activity for poor rural girls & women. The basic high quality infrastructure with large common activity hall for group functions and individual rooms for theoretical & practical training is first of its kind with any institute running such courses in this region of state. The infrastructural facilities with high standard of cleanliness and discipline / punctuality has been truly appreciated by all resulting in drawing more & more rural girls & boys now for undertaking training through this reputed institute run by devoted & dedicated team of professional teachers & volunteers. The day’s education commences with period of moral teachings, also comprising of daily meditation for personal development and is innovative concept introduced by this Institute only.

REGISTRATION WITH MCA FOR CSR PURPOSES

YMVT is registered with Ministry of Company affairs for CSR purposes vide Registration No. CSR00016152 Dated: 11-10-2021 (enclosed Annexure F)

REGISTRATION WITH NSDC

Yog Manav Vikas Trust was accredited by NSDC under PMKVY and NSQF criteria during 2018 for courses of Self Employed Tailor (TC No. 1800404 under Regd. Certificate No. AMH/Q1947) and Manicurist and Pedicurist (TC No. 1800404 under Regd. Certificate No. BWS/Q0402) and during 2019 for courses of Domestic Data Entry Operator (TC No. 062365 under Regd. Certificate No. SSC/Q2212) and Front Office Associate (TC No. 062365 under Regd. Certificate No. THC/Q0102) Self Employed Tailor (TC No. 062365 under Regd. Certificate No. AMH/Q1947).

NSDQ QUALIFIED

VTI accreditation under NSDQ criteria was obtained in 2018-2019 and all facilities/premises continue to be of same standard without any reduction in same, hence particularly VTI is to be considered as NSDQ criteria qualified.

YMVT has experience of 19 years in the field of skill development/vocational training and has trained about 2300 Number of youth since 2002 year wise admissions listed below:

YMVT has trained more than 2400 youth out of which more than 60% belong to BPL/SC/ST/OBC categories.

EXPERIENCE/EXPERTISE

(a) Whereas YMVT has experience of 20 years in the field of skill development/Vocational Training having trained more 2300 rural youth, YMVT has also been engaged by NHPC Power Stations since 2012-13 while Baira Suil Power Station provided some financial assistance for Vocational Training Institute at Hathani, & this year from November 16 onwards also have sponsored 2 batches each of 25 rural girls/women for Cutting & Tailoring and Beauty Culture courses. Chamera Power Station – 1 had also sponsored 1 batch of rural youth in the vicinity of Khairi in May/June 2016.

(b) Regional Office Banikhet had approved Rs. 4.7 lacs during 2018-19 for training of 107 rural youth girls for courses of Cutting & Tailoring (Self Employed Tailor) & Beauty Culture (Pedicure & M) against which 88 no. of girls passed out and certificates issued by Govt. of India.

(c) Vocational Training was also provided to 50 village girls under aid and sponsorship by H.P. Industry Department in past.

(d) NHPC approved scheme amounting to Rs.600000 for providing vocational training courses of Cutting & Tailoring, Dress Making, Beauty Culture and Certificate in Computer Application to 100 girls/women during 2021-22 against which 108 girls/women have undergone different courses.

(e) For year 2022-23, also NHPC have approved scheme of YMVT for training 150 youth in vicinity of POWER STATIONS with financial assistance of Rs 10.96 lacs, against which 140 are already undergoing different courses at BANIKHET, SURANGANI AND KHAIRI. Admissions for OCTOBER – DECEMBER batch are continuing. Besides, NHPC CO have approved additional proposal of establishing GIRLS HOSTEL for 10 girls attending training courses from far away locations at financial value of Rs 5.8 lacs for period NOV 22 TO MAY 2023.

Yog Manav Vikas Trust undertook limited impact assessment for the girls/women passed out in past from vocational training institute of YMVT for the purposes of submission of this new project report and following results were found: –

Few women /girls are regularly earning more than Rs 10000 per month with one almost earning over Rs 25000 per month,really amazing and for years..

VIDEO CLIPPINGS COVERTED INTO A SHORT DOCUMENTARY AREATTACHED, Besides the statements of few girls of very remote areas of Kalhel. Baroh Dhargala etc who were poor and don’t have even mobiles were taken in written form.

In total impact would turn into hundreds as many after marriage have shifted from given addresses and are non-contactable.Many if not have entered into earning livelihood for some reasons are at least saving on account of domestic members cloth stitching etc earlier spent on outside tailors besides travelling long way to market tailors.

Many women/girls besides opening Beauty parlour in their home or working in already established parlours, provide services on call from women/girls of different villages or locations.

Fact also is that many having passed out were so poor that they did not have enough financial resource to purchase a sewing machine or beauty parlour therapy kits and hence could not follow self-employment in past.
